CASE v0.31 difficulty and balance update

v0.31 Minor update, balance tweaks and equipment improvements. Overall difficulty reduced. Shop and armory clarity improved.
- Difficulty reduced, quantity of enemy waves reduced to 75%
- Boss health reduced to 75%
- Foxhound, Footpad and Felon cost increased slightly
- Airframe health increased slightly, Warthog increased more
- Fagin can now mount size 3 hardpoints instead of size 2
- Raptor can now mount size 4 hardpoints insrtead of size 3
- Benefit of stealth systems increased by 50%
- Benefits of ECM systems increased by 50%
- Benefits of sensor systems doubled
- AMS tracking improved
- AAMRAM tracking speed increased slightly (still slower tracking than sidewinders)
- All bomb types are slightly more damaging
- Upgraded versions of hardpoints have different detail text to highlight the increased fire rate
- Gun hardpoints (from 20mm cannons to 50mm cannons) fire slightly faster
- Firing cone of guns increased slightly
- Added indicator to stores and armory to highlight when a hardpoint is too large for the currently equipped airframe
- Added indicator to skirmish selection when a skirmish mission is too high-ranked for player
